'Nanhi Kali'??? Whose???

In February 2011, the Municipal Corporation of Delhi granted permission to the Naandi Foundation to run the Nanhi Kali programme ( which is supported by K. C. Mahindra Education Trust ) in 15 municipal primary schools . All these schools now fall , after the trifurcation of the MCD , under the North Delhi Municipal Corporation . Under this programme girl students from class 1 to 5 are supposed to be provided ' academic support ' , within the school campus , for two hours daily after the school closes and also given a ' kit ' which includes a bag , a pair of shoes and socks each , two pairs of uniforms , copies , a belt , some undergarments and stationery . A report of the Naandi Foundation ( made available , in response to an RTI , by the NDMC Education Department ) says that this programme is supporting 70,000 girls as Nanhi Kalis across 9 states .

Nanhi Kali is a sponsorship programme in which individuals and institutitions can become ' foster parent ' or ' guardian ' of a girl in India by monetarily supporting her schooling . The Foundation promises to send to the donor the ' adopted ' girl's photograph , personal details and academic performance reports on a 6-monthly basis . The advertisement of the programme , a regular feature in the Seminar ( a monthly journal ), says , ' This is Shreya ' , ' Her parents abandoned her and vanished ' , ' With no one left in this world ' , ' Her parents can't send her to school ' etc . It is impossible for us to accept that any of this is true of the students of our Municipal or State government schools . Indeed , most of these statements are factually absurd and contradictory to the lived realities of our students . What is true about these descriptions though is that they reveal a patronising , pitying mindset at best and a demeaning , undignifying politics otherwise . ( Nor do we believe that even if this was a truthful account of any of our students , such a programme would be desirable or even appropriate . ) ' Academic Support ' , referred to as ' tuition ' not only by the students but by the field employees of the Foundation itself and in its reports too , is provided by girls who are mostly pursuing undergraduate courses through correspondence and don't possess any professional teaching qualification . The declared objective of this ' support ' is to " help children attain basic language and numeracy competencies at grade specific level " . These tutors are being paid  rupees 1400 per month . 
In the first year of the programme ( 2011-12 ) , each girl student of the school was provided the ' kit ' whereas the average number of students staying back for tuitions was in the range of 15% . All the girl students were photographed whereas their parents were not informed either about this fact or about its purpose . Indeed , the regular teachers of the school were themselves made to understand that photographs were being taken for preparing I-cards , a claim which turned out to be patently false . In the school about which we have more intense and engaged observations , only those students were given ' kits ' in this session whose names were enrolled in the programme at one point or the other . Our continuous opposition and engagement with students and parents in this school was partly responsible for the steep drop in the number of students staying back for tuitions here . As a result , this time ' kits ' were distributed on the condition that the student would have to enroll and stay back for the tuitions regularly . Even then , the number of students staying back never went over 40% of the day's attendance , and this peak too lasted just 3-4 days ( when the ' kits ' were being used as baits ) . 
The programme is explicitly based on the PPP policy . We must situate it in the context of the policy declarations of the Chairperson of the Education Committee of the NDMC where she has been continuously inviting the Corporate Bodies and NGOs in order to ' improve ' the municipal schools . An example of this is the policy level statement where she said that uniforms in some ( set-to-be ) Model schools in the NDMC will be provided by a ' reputed ' NGO which will design them on the lines of ( what else but ) another reputed entity , the ' private school ' . The publicly stated argument behind this decision was that the uniform of the public ( municipal ) schools produces an inferiority complex among their students ! What makes this significant is the fact that till last year the Corporation was providing uniforms to all the students of its schools through public funds . Obviously , it is futile to expect from the governments committed to the PPP policy that they would make constitutional and respectful provisions even for people's fundamental rights . 
Since the CSR sponsored programmes are being used consciously and in a planned manner to dilute , run-down and destroy the state school system , we can use this example to understand the anti-people character of this policy . Not just the said corporate organisation but the Education Department of the Municipal Corporation too didn't find anything amiss in the idea that a child aged 5-11 be expected to leave her home by 7 in the morning and then reach home after attending the post-school tuitions by 3:30 or even later . It is not surprising for a corporate , capitalist entity to conceive of such a programme which disregards in a cavalier fashion the necessary conditions for learning and the overall health needs of a child - all in the name of a self-glorified ' social  responsibility ' towards those who are expected to take any rotten thing given with any petty sentiment if  offered free and be beholden for the same . After all , they can't do better . The disturbing fact is that the Education Department of a Municipal Corporation concurred with the idea that a child of 5-11 years be asked to stay back after school for another 2 hours , to be tutored ( by untrained , under-educated , under-paid and unaccountable and irregular employees of a private party ) , without raising any questions as to the certain harms to the child's dignity , learning and health inherent in any such programme . And how can it even be conceived that if suitable academic work is not being transacted over 4-5 hours by trained , educated , regular and supervised teachers of a State-run school , then such ( an assumed ) gap can be filled by persons lacking all the above characteristics in just 2 hours ? The assumption that qualified and regular teachers of the Corporation are not able to successfully transact even ' basic grade specific competencies ' is not only humiliating to the teachers but should have shamed the Department authorities too . It is altogether a different though pedagogically fundamental matter that it is not just documents like the NCF ( 2005 ) and progressive , critical theories in education which question the very reductionist and superficial bases of such age and grade defined competencies ; as teachers our own experiences in schools prove that children learn in diverse manners and may have varied curves reflecting different interests and readiness within a grade and this knowledge doesn't irk us but enables us to work diligently with love and patience . On the other hand , such programmes and policies are clearly trying to belittle and prove meaningless the very idea and institution of Teacher Education .
To send the photographs of girl students to the donors ( and thus turning them into the Nanhi Kalis of the unknown and the pitying rich ) without even telling , leave alone taking permission from , their parents is not only a matter of disregarding informed consent. It is also a gross violation of the Privacy of the students, apart from being an affront upon the self-respect and dignity of not just a child, her family, but of a whole class and, if there be an iota of sensitivity among the functionaries, the State itself. It was observed that when a student did not wish to stay back for tuitions on a given day, some tutors were likely to force her to stay back and publicly insult her by passing embarrassing comments about her having 'taken the kit'. No doubt, the programme organisers and its philosophy is much more and fundamentally responsible for such a  disrespectful behaviour than the tutors themselves. We have received no response from the Foundation or the Trust till date to our three e-mailed and posted questionnaires, and thus the organisers have refused to acknowledge what is visible on the ground - that students kept on leaving the programme, whether due to a sense of hurt dignity, hunger, tiredness, boredom, unsatisfactory tutoring, or some other reasons. As to the 'kit' (which includes a belt, a bag and copies, all displaying the Trust's and Foundation's names) the comments of a fellow teacher in the same school reveal a lot: "Nobody can say that these students study in our [ Corporation] school". Thus, the students, having had thrust upon them ( both by the design of the corporate NGO and the equally criminal negligence of the education department )  a sponsorship they did not apply for , have been turned into moving/living advertisements of private entities they know next to nothing about. 
All these distortions can be understood to be flowing from the ideology and system which proposes and puts in place refined parameters for the children of the special classes and the misleadingly attractive package of inferior, disrespectful and ad-hoc compromises for other children. Corporate NGOs, out to market and  advertise for private capital, and governments themselves are hell bent on proving that fundamental issues of privacy, rights, dignity, established, considered norms for teachers and holistic/critical education are meaningless and undesirable for  children studying in State-run schools. Forces which want to turn education, through the politics of free market, into a commodity which can be sold and bought for profiteering, are publicising with a great sense of pride and benevolence that (a third rate) education of the children of the working classes would be provided by the charity of the rich. The message being conveyed is that it would be a matter of gratitude for these children if their 'liberation, advancement and success' come through owing to the private charitable arrangements made for their three Rs and were they to get, as rewards, temporary,contractual or even casual employment with the very same private forces. Which are then both appeased and amply rewarded having gained such an indebted workforce. 

In the context of the 'Nanhi Kali' programme, it was shocking that the education department of the NDMC responded in the first week of November 2012 ( after a long series of RTIs, correspondences and representations ) by telling us that the programme did not have its permission for this session (2012-13), whereas it was indeed running full steam (that is, for more than half the session) even then in at least 10 schools! All this while, a series of false claims and lies was being presented ( to the parents, students and us ) by the employees and, in the reports of the Foundation. 

In fact, leave alone the parents, even the teachers did not know (were not informed) in the beginning about the nature of the programme- whether private or public- and its politico-philosophical standing. In the schools where we were not in touch with the parents regarding the pedagogical and political shortcomings of the programme, most of them continued to remain under the impression that this was some sort of a government project/scheme! Government and Corporate forces are using the trickeries of Contractualisation and Outsourcing to increase the confusion and obfuscation among the people regarding the ethical differences between the Public and the Private. Governments are trying to shrug off their constitutional duties towards public education in order to help establish the monopolistic control and hegemony of Private-Profiteering Forces by giving them decisive roles in public spaces and institutions under the rubric of CSR and the PPP policy .

The challenge before us is exacerbated by the fact that not only do the Corporate bodies dare to propose and run all kinds of humiliating programmes for the people by using terms such as 'deprived' and 'social responsibility' (while at the same time, being recklessly irresponsible in their primary establishments), but the present character of the State itself is such that it is planning, sponsoring and promoting these programmes with complete shamelessness. All those who believe in democracy and equality can never tolerate this unjust state of affairs and will continue to wage in unity our fight against these assaults on public education and people's dignity.

The decision to return back the Tech Mahindra Teacher’s Award



Friends, 
I had applied for Tech Mahindra Shikshak Samman award in December 2011 on the counsel of one of my friends and colleague. At that time, after talking to the previous teacher winners of this award, I formed the perception that this award is given solely on the basis of the performance of the teachers. That this award does not involve factors which our department is perceived as employing, implying that this award is given on the basis of the teaching-learning processes the teachers engage in with the students, without any discrimination or favouritism. Here, I want to make it clear that at first sight it is difficult to say of this award that it involves any apparent and obvious discrimination and my decision to return the award too is not based only on this premise. Instead, they have employed a detailed procedure through which teachers are selected for this honour. First of all, they invite the applications from the teachers, out of which they choose some to appear for the interview and the interview panel consists of educationists from universities too. After this, on the basis of the interview, the teacher is selected for the observation/inspection of his/her class. So, a teacher is finally selected for the honour only having gone through the process of application, interview and observation.
My troubles started with the application itself. The postal-address I had given was that of a friend who teaches in a college of Delhi University. Hence, I got to know about my selection for the interview through this friend. He too was informed by one of his colleagues whose relative is employed with Tech Mahindra. My interview took place at the corporate office of Tech Mahindra in Noida. The atmosphere there was such that I could not feel comfortable in. The gathering there was dominated by people who were not using vernacular languages in their conversation. And it is not only I who was feeling uncomfortable but I found that other teacher friends were also feeling uncomfortable. One teacher whom I meet every year in the sports programmes of municipal body and who used to interact with lots of warmth and energy, was behaving very differently this time and was unsuccessfully making efforts to talk to me in English. After this I saw one of my acquaintances in the panel of interviewers who was looking and smiling at me. My interview went well, since I had mentioned in the application form about having set-up a Library for children and contributing to a booklet on corporal punishment through the efforts of our group (a team of school and university teachers and researchers). In March 2012 a three member team observed/inspected my class and in April 2012 I was informed through phone that I had been selected for the said award.
While this was taking place our group had started reading and interrogating about the increasing intervention of NGOs in government schools and came to know that NGOs and corporate houses (under the banner of Corporate Social Responsibility or CSR) are taking special interest in public schools* (with the active encouragement of the state). These NGOs and corporate houses through their reports are trying to prove that the decline in the educational outcomes of public schools is due to the teachers’ disinterest towards teaching and whatever improvement there is in the educational outcomes of the students of these schools is due to their (NGOs) interventions and presence. We have focused on this issue through a pamphlet titled “Beware! Danger Ahead”. After talking to several teachers, academicians and people working in the field of education, we have come to realise that this is not an abrupt happening but instead it is a part of the government’s neo-liberal policies. In this context we have also learned from teachers’ experiences that they are being increasingly burdened with non-teaching tasks for the last few years. A good number of students in our schools belong to first generation learners. On the other hand, even the minimum necessary support and infrastructure required to run a school properly has been absent. At the same time, the NGO and corporate houses have their eyes fixed on prime government land and school buildings. We encountered one such instance in the Municipal School at Nizzamuddin, where even after informing that we were municipal school teachers the guard did not allow us to enter the school. After having a conversation we get to know that the school functions till 1 PM and thereafter various short courses like computer training, personality development, English language etc. are run by one of the NGOs and these courses are not free but paid. By enquiring about these students we came to know that most of them are not from government schools or that locality but come from comparatively better off families. So what I could comprehend is that on the one hand these NGOs, while using public space and resources for free, in the guise of doing this ‘charity’ work collect donations from the national and international bodies and on the other hand charge fee from children who attend these commercial courses.
Now I come back to where I started from as to why I chose to return the Tech Mahindra Award. Here I will place the reasons for my refusal before you:
1.      Bhopal Gas Tragedy – On the midnight of 2nd December 1984, a tragedy happened at the Union Carbide factory in Bhopal, as a result of which (according to the state’s documents) around 3787 people died on spot, 8000 people died within two weeks from the accident and another 8000 people died due to diseases caused by the effects of gas. The cause behind the tragedy was the carelessness and irregularities in the maintenance of the plant and its usage beyond capacity. All reports on the Bhopal Gas Tragedy revealed that the cost cutting in the essential required maintenance of the plant was negotiated at the price of peoples’ lives. Even today the affected people of Bhopal Gas Tragedy are struggling for justice. When the court delivered its verdict after 25 years, then Keshub Mahindra (then chairperson of the factory) was given the sentence of imprisonment for two years and he was released on bail on the same afternoon. He was the chairman of Mahindra Group till some time back. His name is associated with several NGOs. What can we make of such ‘philanthropy’ where peoples’ lives are put at risk for petty greed?

2.      The status of a special teacher: I participated in the seminar organised by Tech Mahindra Foundation and found these ‘honoured’ teachers are made to feel as if they belong to a special category. No doubt the awarded teachers are honest and hard working and this or any other award for that matter only appreciates their efforts and work, but to categorise these teachers as special Tech Mahindra Foundation is simultaneously belittling others’ work. This categorisation is a product of colonial mindset – during the colonial period some Indians were given titles such as Sir, Khan Bahudar, etc by the British and they were hence isolated and distinguished from other Indians. These award winner teachers are doing their work with best efforts for which they should be praised but they are given a handsome amount of salary by the Corporation for their work. Hence, can we claim that there is any difference between the political motive behind Corporation and Corporate awards? Or, as argued by Romila Thapar, should we only accept awards and honours which are established and bestowed by professional groups? To receive an award from any private organisation implies that we agree to their educational and political beliefs. It cannot be denied that accepting such awards will result in intrusion, obligation and spinelessness. All this will necessarily lead to a compromise with autonomy.  
3.      Inviting the previous award holders for the seminar: The permission Tech Mahindra Foundation has from the Corporation clearly mentions about the Jodo Gyan workshop of the award holder teachers for half a day. Tech Mahindra Foundation had called the previous award holders for the workshop who attended it at the cost of their classes and were helping the Tech Mahindra Foundation with the administrative work for the workshop (e.g., distributing kits, photocopying, taking the signatures of participants etc.). Likewise, previous award holder teachers participated in the three day workshop and retreat during teaching days. How can then we assume that these awardee teachers have not been obliged to compromise with their professional ethics and responsibilities? None of the participants objected as to why the organisation of workshops and holidaying was not planned for the summer vacations when the announcement of awardees was itself done in the month of April. (Indeed, when I talked about this with some of the participants, they said that they preferred this to happen on school days).
4.      Breaking trust by not conducting direct/straight talks:  Due to some personal reasons I could not attend the first meeting of the awardees called by Tech Mahindra Foundation. After a few days the manager of Tech Mahindra Foundation complained to one of my former officials. This official, ordered me in a threatening tone to talk to the manager about which I have written earlier (see NGO kya hakikat kya fasana on our blog). When I applied for the Tech Mahindra Award it was only between me and Tech Mahindra. I did not make it through any third party or person. When I did not go for the meeting then Tech Mahindra Foundation should have spoken to me directly instead of complaining to my previous official and trying to create pressure upon me to. This was an act of betrayal of the relationship between me and the Foundation. Later I got to know that on 10 September 2011 there had taken place a seminar of all previous award holders in an MCD institute. The teachers not present in this seminar were issued a memo from Additional Director Education (MCD). The memo asked the teachers to state the cause of their absence from the seminar, along with issuing orders to participate in the next Foundation workshop (held on 8 October 2011). We as teachers need to ponder on this question: Are such awards an honour or bonded slavery?
5.      Rethinking on the decision to give award: When I had a conversation with the manager of Tech Mahindra Foundation on the orders of my previous official (which I have talked about in detail before) then the person asked me, in almost a feudal and insulting manner, that it was necessary for me to attend every meeting irrespective of whatever commitments/work I have. Otherwise they could rethink on their decision to award me. I believe that any person with a semblance of self-respect would be hurt by such behaviour.
6.      Facilitating award: I mentioned at the beginning that teachers applied for this award so that they did not come to hear that the award was given through ‘connections’. This perception of departmental awards implies that there is some lack in the capabilities of the awardees which is compensated through their relationship with influential officials. First, my friend’s colleague (mentioned earlier) made it explicit that since I was a friend of his colleague so I was certain to get this award. After this, one of my acquaintances sitting in the interview panel conveyed through his expressions that he carried the final decree over my award. And lastly, my former official made me realise that he was the one behind me getting this award. Now, if I accept this award then I will doubt my capabilities till the end.

7.      The intrusion of NGOs and corporate houses in our schools: In last few months we have been trying to understand the reasons due to which NGOs and corporates are showing excessive interest in government schools. After some initial investigation we found that these NGOs and corporate houses are continuously intervening in the education system and trying to establish that they are the ultimate redemptory powers of education system. These organisations are ceaselessly trying to establish through their reports that the educational level of government schools is deteriorating day by day and the main reason behind this is the disinterest of teachers. Teachers are continuously burdened with more and more non-teaching tasks and hence a space is created conveniently for NGOs and corporate houses to intrude in education. This is not happening on its own but is being consciously planned at the level of policies. The Public-Private Partnership (PPP) policies are increasingly shaping the atmosphere and programmes of our schools. The profit making eyes of corporate houses are set through the NGOs on the respect and trust which has been created around the government schools with efforts and hard work over several years. By ‘honouring’ us and giving us awards they are indeed trying to create space for themselves among the community and teachers. And this is indeed a road to privatising the government education system. One example of this is the local body schools in Mumbai which have been handed over by the government to the NGOs and corporate houses because of state’s alleged inefficiency in running these schools.
Rest I leave to you: you can either call it my craziness or an act for preserving self-respect. But I refused to be a slave and it is giving me internal strength. If you have any disagreements then I am always available for dialogue.

टेक महिंद्रा शिक्षक सम्मान वापिस करने का फैसला


टेक महिंद्रा शिक्षक सम्मान वापिस करने का फैसला 
दोस्तों 
मैंने दिसम्बर 2011 में अपने एक मित्र और सहकर्मी के कहने पर इस सम्मान के लिए अपना आवेदन पत्र भरा . उस समय मेरे मन में पूर्व के सम्मान विजेता शिक्षकों से बात करके भी- यही धारणा बनी कि यह सम्मान शिक्षकों को उनकी काबीलियत के अनुसार ही मिलता है. इसमें हमारे विभाग द्वारा दिए जाने वाले पुरस्कारों का तत्व शामिल नहीं है अर्थात यह पुरस्कार आपको अपने विद्यार्थियों के साथ शिक्षण को ध्यान में रख कर, बिना किसी भेदभाव के दिया जाता है . मैं  यहाँ यह स्पष्ट कर दूँ  कि ऐसा नहीं है कि टेक महिंद्रा द्वारा दिए जाने वाले इस अवार्ड में किसी तरह का भेदभाव किया जाता है और मेरा इसको स्वीकार न करने का फैसला  भी इस पर आधारित नहीं है . बल्कि किसी भी शिक्षक को सम्मानित करने के लिए जिस तरह की प्रणाली अपनाई जानी चाहिए उसका इन्होंने बेहतर ढंग से पालन किया है . सबसे पहले ये आपसे आवेदन मांगते हैं इसके पश्चात उसमें से कुछ का चुनाव साक्षात्कार के लिए करते हैं और साक्षात्कार में दिल्ली के विश्वविद्यालयों के शिक्षाविद भी शामिल होते हैं. इसके पश्चात वो साक्षात्कार के आधार  पर आपका चुनाव आपकी कक्षा का निरीक्षण करने के लिए करते हैं और फिर आवेदन, साक्षात्कार और कक्षा निरीक्षण के आधार पर आपका चुनाव इस सम्मान के लिए करते हैं .

मेरी परेशानी आवेदन के साथ ही शुरू हो गयी. चूंकि मैंने अपना संपर्क एक मित्र के पते पर दिया हुआ था जो कि दिल्ली विश्वविद्यालय के एक कॉलेज में पढ़ाते हैं. इसलिए मुझे अपने मित्र के द्वारा अपने साक्षात्कार के लिए चयनित होने का पता चला. उनको भी उनके एक सहकर्मी प्राध्यापक ने बताया जिनका कोई रिश्तेदार टेक महिंद्रा में कार्यरत है. मेरा साक्षात्कार नोएडा में टेक महिंद्रा के कॉर्पोरेट ऑफिस में हुआ. वहां का माहौल इस प्रकार का था जो कि मुझे सहज नहीं होने दे रहा था. वहां पूरा जमावड़ा अंग्रेजीजदा लोगों का था. और ऐसा नहीं था कि वहां सिर्फ मैं ही असहज अनुभव कर रहा था वहां मुझे और भी शिक्षक मित्र मिले जो कि असहज व्यवहार कर रहे थे. एक शिक्षक जो कि मुझे हर साल निगम के खेल आयोजनों में मिलते थे, और काफी गरमजोशी से मिलते थे, उनके  व्यव्हार में एक रूखापन था और वो मुझसे अंग्रेजी में बात करने की नाकाम कोशिश कर रहे थे. इसके पश्चात मुझे  साक्षात्कार लेने वाली टीम में मेरे एक परिचित दिखाई दिए वो मुझे देख कर मंद-मंद मुस्कुरा रहे थे. मेरा साक्षात्कार अच्छा हुआ, चूंकि अपने आवेदन में मैंने अपने द्वारा बच्चों के लिए पुस्तकालय चलाने  और हमारे समूह द्वारा विद्यालयों में शारीरिक दंड विषय पर पुस्तिका निकालने का जिक्र किया था. मार्च, 2012 में एक तीन सदस्य टीम ने मेरी कक्षा का निरीक्षण किया और अप्रैल 2012 में मुझे फ़ोन द्वारा सूचित किया कि मेरा चुनाव शिक्षक सम्मान के लिए कर लिया गया है 

            इसी  दौरान हमारे समूह ने विद्यालयों में गैर-सरकारी संघटनों  ( एन. जी. ओ. ) के बढ़ते हस्तक्षेप पर जांच-पड़ताल और पढ़ना शुरू किया और पाया कि गैर सरकारी संघटनों  ( एन. जी. ओ. ) और कार्पोरेट घरानों ( कार्पोरेट सोशल  रेस्पोंसिबिलिटी के तहत) की निगम के विद्यालयों में कुछ अधिक ही रूचि हो रही है. ये गैर सरकारी संघटन  ( एन . जी . ओ ) और कार्पोरेट घराने अपनी रिपोर्ट में ये साबित करने में लगे हुए हैं कि निगम में शिक्षा के गिरते स्तर का कारण शिक्षकों की पढ़ाने में रूचि का न होना है. और जब से इन लोगों ने यह काम शुरू किया है तब से बच्चों की शिक्षा के स्तर में गुणात्मक वृद्धि  हुई. ये बात हमने " सावधान आगे खतरा है  ! " नामक पर्चे में विस्तार से आप लोगों के साथ साझा की थी. जब हम लोगों ने शिक्षकों, शिक्षाविदों और शिक्षा के क्षेत्र में काम करने वाले लोगों से बात की तो हमें पता चला कि ये कोई अचानक घटी परिघटना नहीं है बल्कि ये सरकार की नव-उदारवादी नीतियों  का हिस्सा है (और साथ ही पुराने  शिक्षकों से बात करके पता चला कि पिछले चार पांच सालों में शिक्षकों के ऊपर गैर- शैक्षणिक कार्यों का बोझ बढ़ा है). इसके अलावा हम जिस सामाजिक-आर्थिक पृष्ठभूमि के विद्यार्थियों को पढ़ाते हैं उसमें से एक बड़ी संख्या पहली पीढ़ी विद्यार्थियों की है. इसके अतिरिक्त पिछले 15-20 सालों में विद्यालयों में जरुरी आधारभूत सहयोग भी नदारद है. इसके बरक्स गैर-सरकारी संघटनों  ( एन. जी. ओ. ) और कार्पोरेट घरानों की नजर सरकारी भूमि और भवन पर टिकी हुई है. इसका एक उदाहरण हमें निजामुद्दीन के निगम विद्यालय में देखने को मिला जहाँ ये बताने के बावजूद कि हम निगम के शिक्षक हैं वहां उपस्थित गार्ड ने हमें अन्दर तक नहीं जाने दिया. बातचीत करने पर पता चला कि यहाँ एक बजे तक तो निगम का विद्यालय चलता है और उसके पश्चात एक गैर-सरकारी संघटनों  ( एन. जी. ओ. ) का कम्प्यूटर कोर्स, पर्सनैलिटी डेवेलपमेंट कोर्स और अन्य शॉर्ट कोर्स चलते हैं और इसके लिए वहां आने वाले बच्चों से पैसा भी लिया जाता है. उन बच्चों को देख कर और उनके  बारे में बात करने पर पता चला कि इनमें से बहुत ही कम सरकारी विद्यालयों के बच्चे हैं- अधिकतर मध्यवर्गी परिवारों से आते हैं जो वहां अंग्रेजी बोलना और कम्पुटर सीखने आते हैं. इस प्रकार मेरी यह समझ बनी कि एक तरफ इस काम को करने के एवज में ये  गैर-सरकारी संघटन  (एन. जी. ओ.) देशी -विदेशी चंदा इकठ्ठा करते हैं और साथ ही वहां आने वाले बच्चों से भी पैसा वसूलते हैं, जबकि इनको भवन और अन्य सुविधाएँ निगम ने दे रखी हैं .
अब मैं फिर वापिस लौटता हूँ अपनी पहली बात पर कि मैंने टेक महिंद्रा शिक्षक सम्मान वापिस क्यों किया. इसके पीछे कई कारण हैं जो कि मै बिन्दुवार आप लोगों के सामने रखूँगा :

1 .  भोपाल गैस कांड --- दो दिसम्बर 1984 की रात को भोपाल कि कार्बाइड फैक्टरी में एक दुर्घटना हुई और इसके फलस्वरूप  भोपाल के (राज्य सरकार के हलफनामे के अनुसार) लगभग 3787 लोग गैस लीक से उसी समय मारे गये, 8000 लोग दुर्घटना के दो सप्ताह के अन्दर मर गये और 8000 लोग गैस से होने वाली बीमारियों से मारे गये. दुर्घटना का कारण प्लांट के रखरखाव में बरती जाने वाली अनियमिततायें और क्षमता से अधिक इस्तेमाल था. भोपाल गैस कांड पर जो भी रिपोर्ट आई उसमें यही बात निकल कर आयी कि रखरखाव पर किये जाने वाले खर्चे में कटौती करके लाखों लोगों की जानों के साथ समझौता किया गया. आज भी भोपाल गैस कांड के पीड़ित लोग न्याय के लिए संघर्ष कर रहे हैं. 25 सालों बाद जब फैसला आया तब केशुब महिंद्रा को दो साल की सजा दी गयी और सजा के तुरंत बाद ही उन्हें जमानत भी दे दी गयी. केशुब महिंद्रा भोपाल गैस कांड के समय उस कम्पनी के चेयरमैन थे. ये ही केशूब महिंद्रा अभी कुछ समय पहले तक महिंद्रा एंड महिंद्रा के कर्ता-धर्ता थे . इनके नाम से बहुत से गैर सरकारी संघटन  ( एन . जी . ओ ) चलाये जा रहे हैं. ये किस प्रकार का 'भलाईवादी' चरित्र है जिसमें कुछ पैसों के लालच में आप हजारों लोगों की जान को दाँव पर लगा देते हैं?

२.   विशेष शिक्षक का दर्जा : मैंने टेक महिंद्रा फाउंडेशन द्वारा आयोजित एक सेमिनार में भाग लिया और पाया कि वहां के लोग इन विजेता शिक्षकों / शिक्षिकाओं  को ये महसूस कराने में लगे थे कि गोया ये लोग कोई विशिष्ठ श्रेणी के शिक्षक हों. मेरा मानना है कि जिन शिक्षकों को ये अवार्ड दिया गया है वो बिना शक मेहनती और ईमानदार शिक्षक हैं और यह या इस जैसा कोई भी पुरुस्कार उनके काम की सराहना है. पर टेक महिंद्रा  फाउंडेशन  उन शिक्षकों को विशेष शिक्षक घोषित करके बाकी के शिक्षकों का परोक्ष अपमान ही कर रहा है. ये औपनिवेशिक मानसिकता की उपज है-  औपनिवेशिक काल में कुछ भारतीयों को अंग्रेजी शासकों द्वारा सर, खान बहादुर इत्यादि की उपाधि देकर विशेष दर्जा दिया जाता था. और बाकी के भारतीयों से उनका अलगाव बढाया जाता था. ये पुरुस्कार विजेता शिक्षक अपना काम बेहतर ढंग से ही कर थे हैं जिसके लिए ये लोग प्रशंसा के हकदार हैं पर इस काम के लिए इन्हें निगम से मोटी सेलरी मिलती है. क्या फर्क है निगम अवार्ड की राजनीती-दर्शन व ऐसे कोर्पोरेट अवार्ड्स में? क्या हमें रोमिला थापर के अनुसार केवल ऐसे सम्मानों को स्वीकार करना चाहिए जिन्हें पेशेवर/पेशागत समूहों ने स्थापित किया व चुना हो? सरकारी अवार्ड के अतिरिक्त निजी संस्था से अवार्ड प्राप्त करने का मतलब है कि आप उसकी शिक्षणशास्त्रीय-राजनीतिक विश्वसनीयता को प्रमाणित कर रहे हैं. इससे हमें अनुग्रहित होने, रीढ़ कमजोर होने, दखलंदाजी, तीनों का सबूत मिलता है. फिर यह निजी शक्तियों की दखलंदाजी है जिससे स्वायत्तता का हनन होता है. अनुग्रहित होने की सम्भावना से इनकार नहीं किया जा सकता. 

३. पिछले विजेताओं को सेमिनार के लिए बुलाना : टेक महिंद्रा  फाउंडेशन ने नगर निगम के साथ जो समझौता किया है या निगम से उन्हें जो आज्ञा पत्र मिला है उसमें साफ तौर पर इस बार के विजेता शिक्षकों को आधे दिन का जोड़ो-ज्ञान की कार्यशाला का उल्लेख है. कार्यशाला में टेक महिंद्रा  फाउंडेशन  ने पिछले  वर्षों के विजेता शिक्षकों को भी बुलाया हुआ था जो अपना विद्यालय छोड़ कर आये थे और इस कार्यशाला को करवाने में टेक महिंद्रा  फाउंडेशन की सहायता ( किट को बंटवाना, फोटोस्टेट करवाना, प्रतिभागियों से हस्ताक्षर करवाना, आदि) कर रहे  थे. इसी प्रकार तीन दिवसीय कार्यशाला  और घूमना-फिरना में भी पिछले विजेताओं ने भागीदारी की और यह कार्यक्रम भी शैक्षणिक कार्य-दिवसों में ही हुआ. इस तरह के शिक्षकों को कैसे बेहतर शिक्षक मान लिया जाये जिनकी शैक्षणिक कार्य-दिवसों में घूमने में अधिक रूचि हो! किसी एक प्रतिभागी ने भी इस पर अपनी आपत्ति दर्ज नहीं कराई कि अप्रैल में जब विजेताओं की घोषणा कर दी गयी थी तो घुमाने और कार्यशाला का आयोजन गर्मियों की छुट्टियों में क्यों नहीं किया गया. (इसके विपरीत जब मैंने ये बात कुछ प्रतिभागियों से की तो उनका जबाब था कि वो भी ऐसा ही चाहते हैं कि ये घूमने का कार्यक्रम विद्यालय समय में ही हो). 

४.   सीधे बात न करके विश्वास को भंग करना : टेक महिंद्रा  फाउंडेशन कि पहली मीटिंग में मै अपने व्यक्तिगत कारणों से जा नहीं पाया था. इसके पश्चात टेक महिंद्रा  फाउंडेशन की मैनेजर ने मेरे एक भूतपूर्व अफसर से शिकायत की. उन अफसर ने मुझे धमकाते हुए उनसे बात करने का आदेश सुनाया इसके बारे में मैं अपने पिछले अनुभवों में लिख चुका हूँ. जब मैंने इस अवार्ड के लिए आवेदन किया था तो यह मेरे और टेक महिंद्रा  फाउंडेशन  के बीच की बात थी इसके लिए मैंने किसी से भी कोई संस्तुति नहीं करवाई थी. जब मैं उस मीटिंग में नहीं गया तो टेक महिंद्रा  फाउंडेशन को मुझसे बात करनी चाहिए थी इसके बजाय उन्होंने मेरे  भूतपूर्व अफसर से शिकायत की और मुझ पर अपनी बातों को मनवाने का दबाव बनाया. यह मेरे और  टेक महिंद्रा  फाउंडेशन  के मध्य विश्वास को भंग करना था. इसके अतिरिक्त मुझे ये भी सूचना मिली कि 10 सितम्बर 2011  को टेक महिंद्रा के पिछले सभी विजेताओं का एक सेमिनार शक्ति नगर संस्थान में कराया गया था. उसमें उपस्थित न हो पाने वाले शिक्षकों को सहायक शिक्षा निदेशक के माध्यम से कारण बताओ नोटिस दिए गये और साथ ही 8  अक्टूबर 2011  को होने वाली कार्यशाला में शामिल होने के आदेश भी जारी किये गये. ये अवार्ड विजेता लोगों का सम्मान है या बंधुआ मजदूरी इसका फैसला मैं आप लोगों पर ही छोड़ता हूँ .  

५. अवार्ड देने पर दुबारा विचार करना : जब मैंने टेक महिंद्रा  फाउंडेशन  की मैनेजर से अपने भूतपूर्व  अधिकारी के कहने से बात की थी (जिसका जिक्र मैं पहले भी कर चुका हूँ ) तो उन्होंने सामंती ढंग से लगभग अपमानित करने के अंदाज में मुझसे कहा था कि मेरा उनकी मीटिंग में आना जरुरी है, चाहे उस समय मुझे कितना ही जरुरी काम हो, नहीं तो वो मुझे अवार्ड देने पर दुबारा विचार कर सकते हैं. यह बात किसी भी व्यक्ति के आत्म सम्मान को ठेस पहुँचाएगी.

६.   अवार्ड दिलवाना : मैंने इस लेख की शुरुआत में ही बताया की मैंने या मेरे जैसे बहुत से शिक्षकों ने इस अवार्ड के लिए अपना आवेदन इसलिए किया ताकि किसी से यह सुनने को न मिले कि ये अवार्ड किसी व्यक्ति ने दिलवाया है, चूंकि इस बात में ये निहित है कि आपकी क्षमताओं में कमी है जिसको कि अमुक व्यक्ति पूरा करता है. सबसे पहले तो मेरे मित्र के साथी प्राध्यापक ने ये जता दिया कि चूंकि मैं उनके साथी प्राध्यापक का मित्र हूँ तो मुझे ये अवार्ड मिलना तय था. इसके पश्चात साक्षात्कार समूह में बैठे मेरे परिचित व्यक्ति के हाव-भाव  ने ये जाहिर कर दिया कि वो ही मेरे अवार्ड के माई-बाप हैं और अंत में मेरे भूतपूर्व अफसर ने तो बोल ही दिया कि ये अवार्ड उन्होंने मुझे दिलवाया है. अब यदि मैं यह अवार्ड लेता हूँ तो मुझे ताउम्र अपनी क्षमताओं पर शक ही रहेगा.

७.   गैर सरकारी संघटनों  ( एन . जी . ओ ) और कार्पोरेट घरानों कि विद्यालयों में घुसपैठ : हमने पिछले कुछ महीनों में एन. जी. ओ.  और कार्पोरेट घरानों की निगम के विद्यालयों में खासी रूचि का कारण खोजना शुरू किया और पाया कि ये  गैर सरकारी संघटन  ( एन. जी. ओ.) और कार्पोरेट घराने लगातार निगम कि शिक्षा व्यवस्था में घुसपैठ कर रहे हैं और ये स्थापित करने में लगे हैं कि निगम की शिक्षा व्यवस्था के उद्धारक ये ही हैं. ये लोग लगातार अपनी रिपोर्ट में इस बात को स्थापित कर रहे हैं कि निगम की शिक्षा का स्तर गिर रहा है और इसका कारण निगम के शिक्षकों का पढ़ाने-लिखाने में रूचि न लेना है. लगातार शिक्षकों पर गैर-शैक्षणिक बोझ बढ़ाया जा रहा है और शिक्षा में  एन. जी. ओ.  और कार्पोरेट घरानों के लिए जगह बनाई जा रही है. यह सब स्वत: स्फूर्त नहीं हो रहा है बल्कि यह नीतियों के स्तर पर किया जा रहा है. लगातार सार्वजनिक-निजी-साझेदारी (पी. पी .पी.) की  नीतियों को लागू किया जा रहा है. एन. जी. ओ.  और कार्पोरेट घरानों की लालची नज़र सरकारी विद्यालयों द्वारा  समुदाय के बीच बर्षों की मेहनत से तैयार किये गये  सम्मान और भरोसे पर है. ये हमें सम्मानित करके समुदाय और शिक्षकों के बीच अपने लिए जगह बना रहे हैं  और ये एक तरह से सरकारी शिक्षा व्यवस्था के निजीकरण  की राह ही है. जैसा कि मुंबई में हो रहा है जहाँ कि सरकारी विद्यालयों को एन. जी. ओ.  और कार्पोरेट घरानों  को दे दिया गया है और कारण ये बताया जा रहा है कि अब मुंबई नगर पालिका इनको ठीक ढंग से चला नहीं पा रही है .

बाकी मैं ये  आप लोगों के विवेक पर छोड़ता हूँ कि आप मुझे सनकी समझें या स्वाभिमानी. पर मैंने पालतू होने से जो इंकार किया है वो मुझे दृढ़ता दे रहा है.  आप लोग यदि मेरे तर्कों से सहमत न हों तो मै बातचीत के लिए सदैव उपलब्ध हूँ.

हीन भावना की शिकार निगम शिक्षा समिति


दिल्ली नगर निगम के स्कूलों के विद्यार्थियों की वर्दी बदलने का जो फैसला तीनों एम. सी. डी. में लिया गया है वह बेहद अनुचित समझ पर आधारित है. उत्तरी निगम की शिक्षा समिति का यह कहना कि अपनी वर्दी के अलग होने के कारण निगम विद्यार्थी अपने को हीन महसूस करते हैं ना सिर्फ निराधार है बल्कि स्वयं निगम प्रशासन व प्रतिनिधियों की हीन भावना दर्शाता है. शिक्षा व्यवस्था की कमान और नेतृत्व अब ऐसी ताकतों के पास है जिनकी शिक्षा के बारे में कोई संवैधानिक, न्यायसम्मत, समतामूलक और शिक्षाशास्त्रीय समझ नहीं है, बल्कि जो स्वयं मुनाफाखोर, निजी, कॉर्पोरेट संस्थाओं के आगे नतमस्तक है. हर ईमानदार-समझदार, प्रशिक्षित शिक्षक यह जनता है कि शिक्षा का उद्देश्य यह समझ बनाना भी है कि किसी व्यक्ति को मात्र उसके पहनावे से ना आँका जाये. इस सन्दर्भ में यह अफ़सोसजनक है कि नगर निगम की शिक्षा समिति इस कुशिक्षा को आदर्श मान रही है कि पहनावा मानसिक-व्यक्तित्व विकास का परिचायक है. लगता है कि समिति भारतीय परम्परा के श्रेष्ठ मूल्यों से भी परिचित नहीं है, संविधान का तो कहना ही क्या! असल में यह पूरी कवायद सरकारों द्वारा अपने दायित्वों से पल्ला झाड़ कर सार्वजनिक व्यवस्था को आउटसोर्स करने की है. आज जब निगम अपने जनकोष से विद्यार्थियों को वर्दी का कपडा या उसके लिए राशि उपलब्ध कराती हैं तो इससे विद्यार्थियों व उनके अभिभावकों का आत्मसम्मान सुरक्षित रहता है. जब यही काम एन. जी. ओ. की मार्फ़त  कराया जायेगा तो यह हक की श्रेणी से गिर कर अपमानजनक दान-खैरात में बदल जायेगा. इससे शिक्षा व्यवस्था पर निजी ताकतों का शिकंजा बढेगा और शिक्षा की स्वायत्तता पर कुठाराघात होगा. अगर शिक्षा इनकी अनुग्रहीत हो जाएगी तो विद्यार्थियों में बराबरी और न्याय के लिए संघर्ष करना, निजी शक्तियों की राजनीति को समझना, उसकी आलोचना करना कैसे सिखा पायेगी? 

आज जो वर्दी का कपडा या पैसा मिलता है उसमे विद्यार्थियों-विशेषकर छात्राओं- व उनके अभिभावकों के पास यह आज़ादी होती है कि वे पैंट, स्कर्ट, सलवार या निकर पहने पर जब निजी संस्था सिली-सिलाई वर्दी देंगी तो क्या यह आज़ादी बरक़रार रहेगी? इस बात का खतरा भी है कि विद्यार्थियों की वर्दी पर उक्त निजी संस्था का नाम भी छपा होगा जिससे कि विद्यार्थी एक चलते फिरते इश्तेहार बनने की अपमानजनक और निजता हरने वाली प्रक्रिया में शामिल होने को मजबूर हो जायेंगे. फिर जब जनकोष से कुछ सहायता-अधिकार उपलब्ध कराया जाता है तो उसकी बाबत शिकायत आदि की पूरी प्रक्रिया सबको प्राप्त होती है, पर निजी पूँजी और निजी संस्थाएं इस जवाबदेही से बरी रहती हैं. शिक्षा समिति अध्यक्षा का बयान यही दर्शाता है कि वे प्राइवेट स्कूलों को पब्लिक स्कूल कहकर उनके जनविरोधी चरित्र पर पर्दा डाल रही हैं. पब्लिक स्कूल, जैसा कि देश के तमाम जनवादी व समझदार शिक्षाविद हमें समझाते रहें हैं, तो हमारे सरकारी स्कूल हैं क्योंकि वे पब्लिक अर्थात सबके लिए है, एक खास, सुविधा-संपन्न वर्ग के लिए नहीं. इस तरह के वक्तव्यों से लोगों में यह गलत सन्देश जाता है कि प्राइवेट स्कूल शिक्षा की आदर्श तस्वीर प्रकट कर रहें हैं. अधिकतर प्राइवेट स्कूलों का श्रेष्ठतावादी, दिखावे का व मुनाफाखोर चरित्र तो शिक्षा पर कलंक है. वे और उनकी संस्कृति कभी भी एक समाजवादी-लोकतान्त्रिक गणतंत्र के लिए अच्छा उदहारण नहीं बन सकती. हमारे प्रतिनिधियों को यह भी समझना चाहिए कि सरकारी स्कूलों के अधिकांश शिक्षक व विद्यार्थी किसी हीन भावना से ग्रस्त नहीं हैं. हाँ, अगर नेतृत्व को अपना अपराधबोध सही ढंग से कम करना हो और सार्वजनिक शिक्षा व्यवस्था को मजबूत बनाना है तो इसका सीधा-सरल उपाय यह है कि वे अपने बच्चों को निगम व प्रशासन के स्कूलों में पढने भेजें. जब सरकारी अफसरों, जनप्रतिनिधियों के बच्चे सरकारी स्कूल में पढने लगेंगे तो लोगों को सहज ही इनकी नीयत व व्यवस्था पर विश्वास हो जायेगा. जहाँ जनकोष से कोई योजना संचालित होती है- जैसे कि मध्याहन भोजन- तो उसमे अधिकार, समानता व सम्मान की भावनाएं काम करती हैं, पर ज्योंही किसी योजना को निजी धन व दान संस्थाओं की सदिच्छा के हवाले कर दिया जाता है तो उसमे असमानता, एक वर्ग की श्रेष्टता और दूसरे की निर्भरता तथा एक का एहसान और दूसरे का अपमान, ऐसी भावनाएं काम करती हैं. वैसे भी, लोग अधिकारों की बात राज्य से करते हैं, वे निजी खैरात-मदद की आस क्यों लगायें? राज्य की व्यवस्था सबके लिए होगी तो अगर वो आपातकाल में बंद भी हो जाये तो सबके लिए बंद होगी. इसके विपरीत निजी संस्थाओं की व्यवस्था हमेशा कुछ के लिए, कुछ इलाकों में और कुछ समय के लिए होगी. समाज को इस आकर्षक और खतरनाक धोखे से सचेत रहने, इसका विरोध करने और इसे ठुकराने की जरुरत है. हमें राज्य से समान स्कूल व्यवस्था चाहिए, भेदभावपूर्ण परतें बढ़ाने वाली कुछ मुट्ठीभर स्कूलों की रंग बिरंगी मृगमरीचिका नहीं. 

सरकारें यह सिद्ध करने की कोशिश कर रही हैं कि सभी अन्य सार्वजनिक निकायों की तरह सरकारी स्कूल भी सबके लिए नहीं है, वरन केवल 'गरीब' तबके के लिए हैं. ऐसा दिखाकर वें इन स्कूलों से समाज के अन्य वर्गों का अलगाव और बढ़ा रहीं हैं ताकि इनके बीच दो ही सम्बन्ध रहें- उदासीनता या दया. दोनों ही लोकतान्त्रिक समाज, समानता के लिए नुकसानदेह हैं और शायद गणतांत्रिक बंधुत्व के संबंधो को, इसकी भावनाओं को कमजोर करने के लिए ही कभी निजी संस्थाओं की श्रेष्ठता व दरियादिली और कभी सार्वजनिक संस्थाओं की हीनता-दीनता की बातें बड़े सद्भाव के साथ दोहराई जाती है. अफ़सोस है कि मीडिया भी आलोचनात्मक पत्रकारिता के द्वारा इस षड़यंत्र का पर्दाफाश करने के बजाय इस जनविरोधी, सुविधाभोगी मुहिम को आगे बढ़ाने में सहयोग कर रहा है.

प्रत्येक वर्ष की भांति इस वर्ष भी हम 5 सितम्बर को शिक्षक दिवस के रूप में मनाएंगे .यह सोचने का विषय है की हम इस दिन शिक्षक दिवस क्यों मानते हैं और क्या यह दिन शिक्षकों का दिन है .इसी सन्दर्भ में हम आपके साथ शिक्षक दिवस (5 सितम्बर ) के बारे में कुछ विचार साझा करना चाहते हैं .यह दिन भारत के द्वितीय राष्ट्रपति सर्वपल्ली डाक्टर राधाकृष्णन का जन्मदिन है. जब राधाकृष्णन भारत के राष्ट्रपति बने उसी समय उनके विद्यार्थी और मित्रों ने उनका जन्मदिवस मनाने की बात उनसे की और उन्होंने स्वयं ही अपने जन्मदिवस को शिक्षक दिवस के रूप में मनाने का सुझाव दिया. हमारे अनुसार शिक्षक दिवस के रूप में हमे उस दिन को मनाना चिहिए जिस दिन की शिक्षा के क्षेत्र में शिक्षक ने कोई महत्वपूर्ण कार्य किया हो या उस दिन शिक्षा के क्षेत्र में कोई महत्वपूर्ण उपलब्धि रही हो. सर्वपल्ली राधाकृष्णन दर्शनशास्त्र के एक बड़े विद्वान माने जाते है पर क्या विद्वान होना ही पर्याप्त है? इनके विश्वविद्यालयी अध्यापन के समय आजादी की लड़ाई चरम पर थी. डाक्टर राधाकृष्णन को सन 1931 में नाईटहुड की उपाधि दी जाती है और यह वही वर्ष है जब हिन्दुस्तान के क्रांतिकारियों भगत सिंह, सुखदेव और राजगुरु को फांसी की सजा दी गयी. ऐसे समय में ब्रिटिश उपाधि को स्वीकार करना किस प्रकार की संवेदनशीलता को दर्शाता है?
दूसरी ओर, हिन्दुस्तान में ऐसे बहुत से व्यक्तित्व रहे है जिन्होंने समाज के प्रति समर्पित रहते हुए शिक्षा के क्षेत्र में मौलिक कार्य किया. इसमें सर्वप्रथम क्रान्तिजोत सावित्रीबाई फूले का नाम लिया जा सकता है, जिन्हें भारत की प्रथम महिला शिक्षिका होने का गौरव प्राप्त है इनका जन्म 3 जनवरी 1831 को महाराष्ट्र में एक दलित परिवार में हुआ. इन्होने ज्योतिबा फूले के साथ जातिगत भेदभाव व अन्याय के खिलाफ संघर्ष किया और इसी क्रम में 14 जनवरी 1848 में लड़कियों के लिए पुणे [महाराष्ट्र] में एक विद्यालय खोला. इसी क्रम में गुरु रविन्द्रनाथ टैगोर को भी याद किया जा सकता है. गुरुदेव रविन्द्र नाथ टैगोरे का जन्म 7 मई 1861 में हुआ. गुरु रविन्द्रनाथ कवि, संगीतकार, चित्रकार, दार्शनिक, लेखक व शिक्षक थे. तात्कालीन राजनीति से उनके गहरे सरोकार का परिचय इस बात से मिलता है कि 1919 के जलियावाला बाग़ नरसंहार के विरोध में उन्होंने अपनी नाईटहुड की उपाधि वापस कर दी. उन्होंने प्रकृतिवाद और विश्व बंधुत्व को शिक्षा में स्थापित करने हेतु २२ दिसंबर १९०१ को शांति निकेतन में एक विद्यालय कि स्थापना की. इसी कड़ी में एक और व्यक्तित्व गिजुभाई बधेका है. गिजूभाई का जन्म १४ नवम्बर १८८५ को गुजरात में हुआ. पेशे से वकील गिजुभाई ने मांटेसरी पद्धति की शिक्षा को भारतीय शिक्षा व्यवस्था में स्थान दिलाने में महत्वपूर्ण योगदान दिया और शिक्षा की पुरातनपंथी पद्धति पर कुठाराघात किया. बाल स्वतंत्रता एवं प्रेम जैसे मूल्यों का उनके जीवन में इतना गहरा स्थान था की बच्चों द्वारा उन्हें '' मूछों वाली माँ '' कहकर संबोधित किया जाता था. गिजुभाई ने बच्चों, शिक्षको व अभिभावकों के लिए काफी साहित्य रचा जो आज भी प्रेरणा का श्रोत है.
साथियो, हम शिक्षकों को इस पर विचार करना चाहिए कि शिक्षक दिवस मनाने के कौन सा दिन उपयुक्त होगा. किसी का जन्मदिवस या शिक्षा के क्षेत्र में कोई ऐतिहासिक दिवस?

साथियों,
हम निगम के विभिन्न स्कूलों में पढ़ाने वाले आपके कुछ सहयोगी आपसे स्कूल में बच्चों की प्रवेश प्रक्रिया पर कुछ विचार साझा करना चाहते हैं। शिक्षा का अधिकार 2009 को हम न्याय व समता के धरातल पर उचित नहीं ठहराते- न इसमें बराबरी की बात है और न ही पर्याप्त स्तर की- पर इसके आधार पर 6 से 14 साल के सभी बच्चों को प्रवेश का अधिकार मिला है। वैसे, इस कानून से पूर्व ही निगम ने श्रेष्ठ पहल करते हुए शिक्षा निःशुल्क व प्रवेश आसान कर दिया था। शायद जानकारी के अभाव में हमारे कुछ विद्यालयों में इस कानून की अनदेखी हो रही हो। यह मुख्यतः निम्न बिन्दुओं पर हो सकती हैः
1. प्रवेश के लिए कोई दस्तावेज अनिवार्य नहीं है।
2. निवास स्थान का कोई सबूत भी अनिवार्य नहीं है।
3. किसी भी प्रकार की प्रवेश परीक्षा (मौखिक भी) प्रतिबंधित है। दाखिला उम्र के आधार पर देना है चाहे बच्चे ने पहले कुछ पढ़ा हो या नहीं। अर्थात् 10 साल की उस लड़की को जिसने कभी पढ़ाई न की हो दाखिला उसकी उम्र के हिसाब से 4-5 कक्षा में ही देना है।
4. दाखिला साल भर देना है।
हमारी आपसे अपील है कि आप अपने स्वयं के योग्य उदाहरण व उपरोक्त बिन्दुओं से अन्यों को भी परिचित करायें और सभी निगम विद्यालयों में ऐसी प्रवेश प्रक्रिया का माहौल बनायें कि लोग हम शिक्षकों व हमारें स्कूलांे पर और अधिक विश्वास-प्रेम जतायें।

मारुती सुजुकी के आन्दोलनरत मजदूरों के साथ हम भी

शिक्षा और समाज का एक गहरा रिश्ता है.,समाज शिक्षा और शिक्षक से ये उम्मीद करता है की वह सकारात्मक  सामाजिक बदलाव में अपनी भूमिका अदा करेंगे .समाज का अंग होने के नाते हमारा कर्त्तव्य बनता है कि हम समाज में घटने वाली घटनाओं को समझकर अपनी राय कायम करें और इस पर अपनी प्रतिक्रिया दें . समाज हमसे यह अपेक्षा करता है कि हम अपनी एकता गरीब मजलूम और शोषित तबके के साथ बनायेंगे .

मारुती सुजुकी की घटना आखिर घटी क्यों ?

मारुती सुजुकी की मानेसर  कारखाने  में मजदूर  लम्बे  समय  से आन्दोलनरत  हैं  .पिछले  एक साल  में ही  यूनियन   बनाने  और सम्मानजनक   वेतन  इत्यादि  को लेकर  मजदूर  तीन  बार  हडताल  कर  चुके  थे . इन  आंदोलनों  को दबाने  के लिए  मारुती प्रबंधन  ,हरियाणा   व  केंद्र  सरकार  ने मजदूरों  की छटनी  , उन  पर झूठे  मुक़दमे  लगाना  तथा  मजदूर  नेताओं  को प्रलोभन  देने  जैसे  कृत्य  किये . मारुती सुजुकी के मजदूरों  ने इससे  लड़ते  हुए  अपनी एकता को कायम रखा .18 जुलाई  2012 के दिन एक  सुपरवाईजर   ने एक मजदूर  को जाति  सूचक  गाली  दी  जब  उस  मजदूर  ने इसका  विरोध  किया  तो  उस  पर अभ्दर्ता  का आरोप  लगाकर  उसे  निलंबित  कर  दिया . इसके  समाधान  के लिए  मजदूर   यूनियन    के नेताओं  ने प्रबंधन  से वार्ता  की और घटना की निष्पक्ष  जाँच  कराने  तथा  उस  मजदूर  के निलंबन  पर रोक  लगाने  की मांग  रखी , लेकिन  प्रबंधन  अपनी जिद  पर अदा रहा  तथा  लगातार   यूनियन    के नेताओं  पर दबाब  बनता  रहा .  यूनियन    के नेता  इस दबाब  को अस्वीकार  करते  हुए  अपनी जायज  मांग  रखते  रहे  .यह वार्ता  लगभग  तीन  बजे  दोपहर  तक  चलती  रही  लेकिन  इसका  कोई  नतीजा  नहीं  निकला  . इसी  बीच  दूसरा  शिफ्ट  शुरू  हो  गया  और अन्य  मजदूर  भी  कम्पनी  में पहुच  गये  . वार्ता  के दौरान  ही   मारुती  प्रबंधन  ने पूर्व  नियोजित  और जैसे   की चलन  रहा  है 150  बौसरों(गुंडों )  को बुला  लिया  ,चूकि  मजदूर  भी  आक्रोशित  थे  तो  इस मारपीट  में प्रबंधन   के कुछ  लोगों  को चोटें   आयीं  तथा  एक मनेजर   की मौत  हो  गयी  तथा  बहुत से   मजदूर  भी  घायल  हुए  .इस सन्दर्भ  में सरकार   व  श्रम  विभाग  का रवैया   एक तरफ़ा  और मजदूरों  के विपक्ष  में रहा  . 

क्या मीडिया ने अपनी निष्पक्ष भूमिका निभाई ?
 

मुख्या धारा की पत्रकारिता  से तो ये उम्मीद भी नहीं की जा सकती की जा सकती की वो मजदूरों का पक्ष लेगी पर पत्रकारिता   के नूनतम  मानदंडों के तकाजे से हम उनसे यह उम्मीद तो कर ही सकते हैं की वो कम से कम मजदूरों के पक्ष को भी अपनी खबरों मै शामिल करेगी ,पर इस घटना के सन्दर्भ मै इसका आभाव ही दिखा. मीडिया मारुती मै हुई आगजनी और एक प्रबंधक की मृत्यु  की खबर को ही लगातार दिखाती - छापती रही, उसके पीछे की घटना और मजदूरों के पक्ष को कभी दिखने छापने का कोई प्रयास नहीं किया. पर्बंधक की मौत कैसे हुई ये तो जांच का विषय है पर मीडिया लगातार इस घटना के लिए मजदूरों को ही दोषी साबित करती रही जबकि मजदूरों तथा जानकर लोगों  का कहना है की मजदूर   यूनियन   ने लगातार वार्ता के द्वारा समस्या समाधान की कोशिश की और दोषी व्यक्तियों को सजा देने की मांग रखी .मीडिया की किसी भी खबर मै प्रबंधक द्वारा बौन्सरों को बुलाने का जिक्र तक नहीं था जबकि मजदूरों को धमकाने का ये तरीका अक्सर इस्तेमाल किया जाता है. मीडिया लगातार मारुती सुजुकी पर्बंधन द्वारा अपनी कंपनी को अन्य जगह ले जाने तथा इस घटना का निवेश पर पड़ने वाले नकारात्मक असर को प्रचारित प्रसारित करता रहा.

सरकारों की क्या भूमिका रही ?

सरकारों ने नव उदारवाद की नीतियों को आंख मूँद कर अपने यहाँ लागु  किया और हमारे देश को देशी विदेशी पुजीपतियों के लिए आसान चारागाह बना डाला है . पुजीपतियों  को  ये  हर  सुविधाएँ  देने  को  तत्पर  हैं -सस्ती  जमीन ,टैक्स  की  छूट , सस्ती  बिजली  -पानी  और  करोड़ों   की  कर्ज  माफ़ी  .सरकारों  ने  मजदूरों  द्वारा  लड़कर  प्राप्त  किये  गये  अधिकारों  को न  मानने  की  खुली  छूट  दे  दी  है  . जब  भी  देश  के  शोषित  उत्पीडित  लोग  अपने  हक़  अधिकारों  के  लिए  संघर्ष  करते  हैं  तो  उनपर  बर्बर  दमन  चला  कर  कुचल  दिया  जाता  है . ग्रेजियानो ,निप्पों  हो  या  मारुती  सुजुकी  के  मजदूर  आन्दोलन  मै  सरकारों  की  भूमिका  दमनात्मक  ही  रही  है .

ऐसा  नहीं  है  की  ये शोषण  दमन  की  नीति  सिर्फ  मजदूरों  पर  ही  जारी  है  देश  मै  ऐसा  कोई  भी  तबका  नहीं  है  जिसपर  सरकार  ने  दमन  न  ढाया  हो , पिछले  दिनों  पंजाब   के  शिक्षकों  को दौड़ा  दौड़ा   कर  पीटने  की  घटना  हो  या  पटना  मै  अनुबंध  अद्यापक  संघ  द्वारा  किया  जाने  वाला  सम्मानजनक  वेतन  और  परमानेंट  करने  की  मांग  को लेकर  किया  जाने  वाला  पर्दशन   सभी  को सरकार   ने  बेरहमी  से  कुचला  है . दिल्ली  की  बात  करें  तो  हमारे  ही  विभाग  मै  अनुबंध  आधार   पर  शिक्षकों  को कम  वेतन  पर  काम   कराया  जाता  है  और  उन्हें  अन्य  सुविधाएँ  भी  नहीं  मिलती  हैं , जहाँ  स्थाई    महिला  कर्मी  को मातृत्व   अवकाश  180 दिनों  का  मिलता  है  वहीँ  अनुबंधित  महिला  शिक्षिकाओं  को मात्र  90 दिनों  का , हर  साल  नये  सीरे  से  उनकी  नियुक्ति  की  जाती  है  क्या  उन्हें  भी  अन्य  शिक्षिकों  की  तरह  सम्मानजनक  कार्य  परिस्थिति  उपलब्ध  नहीं  कराया  जाना  चाहिए . इसलिए  हम  मजदूरों  व  अन्य  मेहनतकशों  के   शोषण  दमन  के  खिलाफ  और   मारुती  सुजुकी  के  संघर्षरत  मजदूरों  के  साथ  अपनी  एकजूटता  पर्दर्शित  करते  हैं  और  साथ  ही  निम्न  मांगें  रखते  हैं  :

1.   मारुती  सुजुकी  के  मानेसर  कारखाने  मै  हुई  घटना  की  निष्पक्ष  जाँच  की  जाए .
2.   मारुती  सुजुकी  व  अन्य  कारखानों  मै  श्रम   कानूनों  को सख्ती  से  लागू   करवाया  जाए  .
3.    एस  सी  /एस . टी  कानून  के  अंतर्गत  दोषी   सुपरवाईजर   पर  मुकदमा  दर्ज  किया  जाए  .
4.     बौन्सेरों  की  इस  घटना  मै  भूमिका  की  जाँच  की  जाए  तथा  उनको  बुला  वाले  पर्बंधाकों  के  खिलाफ  मुकदमा  दर्ज  किया  जाए  . 
5 .   मजदूरों का निलंबन तुरंत प्रभाव से समाप्त किया जाए .

एनजीओ आंदोलनों को नष्ट करता है.

एनजीओ का उद्देश्य राजनीतिक विकल्प तैयार करना कतई नहीं होता है. उसकी गतिविधियां राजनैतिक विकल्प वाले आंदोलनों को कमजोर करती हैं. एनजीओ की अवधारणा पूंजीवादी देशों की तैयार की गई है. राजनीतिक विकल्प की जब हम बात करते हैं तो उसमें यह निहित होता है कि जिन लोगों द्वारा अपने हितों में व्यवस्था चलाई जा रही है, सत्ता के उस आधार को बदला जाए. जिनका शोषण हो रहा है अपनी व्यवस्था का निर्माण करें.
एनजीओ का बड़ा हिस्सा इसी वर्ग को विभिन्न तरह के वैसे कार्यक्रमों में सक्रिय करता है, जिनसे उनके जीवन का कोई हिस्सा प्रभावित होता है. अपने देश में बड़े एनजीओ विदेशों की मदद से चलते हैं.
विदेशी मदद को यहां राष्ट्रवाद के चश्मे से नहीं देखें बल्कि विदेशी सहयोग के अर्थों को पहले समझने की कोशिश करें. कई स्तरों पर एक देश दूसरे देश की मदद करते हैं और उन सबको विदेशी मदद कहा जा सकता है. लेकिन विदेशी मदद शब्द के इस्तेमाल से उसके साथ जो ध्वनि निकलती है, वह तय करती है कि उसका उस संदर्भ में क्या मायने हैं? क्या ये आरोप की शक्ल में हैं? अपने देश में राजनीतिक स्तर पर जब विदेशी मदद का आरोप लगाया जाता है तो वह राष्ट्र की सार्वभौमिकता और स्वतंत्रता में हस्तपेक्ष की कोशिश का विरोध होता है.
डा. राममनोहर लोहिया ने 11 जून से 15 जून 1962 में गोरखपुर में समाजवादियों के एक सम्मेलन को संबोधित किया और राजनीतिक तौर पर विदेशी मदद की जो व्याख्या एक घटना से की, उसे देखा जाना चाहिए. लोहिया के अनुसार 1951 में वे अमेरिका में नॉर्मन टामस से मिलें. टामस समाजवादी आंदोलनकारी थे. लोहिया की मानें तो सारी दुनिया के पैमाने पर नार्मन टामस से ज्यादा बड़ा और बढ़िया समाजवादी ढूंढना मुश्किल था.
टामस ने लोहिया से कहा कि अमरीकी समाजवादी अपने देश में सिर्फ कुछ विचार फैलाने के अलावा कुछ कर नहीं पाए हैं-“तुम्हारे यहां चुनाव आ रहा है. तुम गरीब हो लेकिन तुमसे जनता का सहयोग मिला हुआ है. अगर तुम हमारा पैसा लेकर चुनाव में ज्यादा सफलता लेते हो तो उसमें मुझे क्यों नहीं खुशी लेने देते हो कि मैंने एक समाजवादी भाई की मदद की.”
डाक्टर लोहिया ने जवाब दिया, “यह आपकी बड़ी मेहरबानी है लेकिन हमलोगों का यह तरीका नहीं है. इसके बाद राजनीति बिगड़ जाया करती है.”
लोहिया ने आग्रह किया तो कहा कि ज्यादा से ज्यादा आप आगे चलकर मान लो स्कूल के काम हैं. इसमें आदान-प्रदान के मतलब गैर हिन्दुस्तानी, अमरीकी हिन्दुस्तानी बाहर जाएं. इन सब चीजों के लिए कुछ कर सकते हो तो करो.
इस प्रसंग का थोड़ा और विस्तार है; पर वह विदेशी मदद वाली राजनीति की पैठ को समझने के लिए जरूरी है. लोहिया ने बताया कि टामस ने उनके सामने विदेशी मदद का प्रस्ताव क्यों रखा? टामस के अनुसार जब वे बम्बई (अब मुंबई) में थे, दिल्ली में थे, तब उन्होंने लोहिया के कुछ साथियों से बात की थी. उन साथियों ने ही टामस से कहा था, ‘ठीक है, पैसा दिलाना.’ विदेशी मदद से देश की राजनीति के बिगड़ने की आशंका किसी राष्ट्र की राजनीति में स्वावलंबन की जरूरत को बुनियादी मूल्य के रूप में स्पष्ट करती है.
विदेशी मदद की राजनीति ने भारतीय समाज को बहुत नुकसान पहुंचाया है. पूर्व रक्षा मंत्री जार्ज फर्नाडीस ने आरोप लगाया था कि 1967 में चुनाव में कोई भी ऐसी पार्टी नहीं थी, जो बिना विदेशी मदद के चुनाव मैदान में उतरी हो. उस विदेशी मदद की जांच के लिए एक संसदीय समिति भी बनी थी लेकिन उसकी रिपोर्ट तब से दबी पड़ी है.
सीपीएम के महासचिव प्रकाश करात ने 1984 में अपने एक लंबे लेख को विस्तार कर विदेशी मदद और स्वयंसेवी संगठन( एनजीओ) के दर्शन पर एक पुस्तिका लिखी थी. उस दौर के बाद विदेशी मदद से गैर सरकारी संगठनों की सक्रियता पर सवाल खड़े किए जाते रहे हैं.
प्रकाश करात के अनुसार स्वैच्छिक संगठनों के लिए वैचारिक आधार सातवें दशक के अंत में ही तैयार करके इस्तेमाल किया जा रहा था. तब प्रकाश करात ने अपनी सूचना के अनुसार स्वैच्छिक संगठनों और एक्शन ग्रुपों की संख्या पांच हजार बताई थी और लिखा था कि ये पश्चिमी साम्राजी मुल्कों की विभिन्न एजेंसियों से अपनी गतिविधियों के लिए पैसा पा रहे हैं. उस दौर में साम्राजी रणनीति में एक नए तत्व के उभरने के संकेत दिए थे.
वास्तव में हमें एनजीओ की पड़ताल आत्मनिर्भरता, स्वावलंबन की राजनीति के विकास के संदर्भ में करनी होगी. किसी भी परिवर्तनगामी आंदोलन की कसौटी यह होती है कि उसके विकास और विस्तार को निर्देशित करने वाली ताकत किसके हाथों में है. जनता विदेशी वित्तीय मदद वाले आंदोलन में भी हो सकती है और अपने संसाधनों के बूते भी वह आंदोलन खड़ी कर सकती है लेकिन दोनों तरह के आंदोलनों की अपनी-अपनी फसल तैयार होती है. एनजीओ की राजनीति पर एक मुक्कमल बहस की जरूरत है लेकिन बहस को कई स्तरों पर घालमेल कर भटकाया जाता रहा है.
आंदोलनों में कैसे परजीविता की भावना बढ़ी है; इसका तो सहज अंदाजा लगाया जा सकता है. राजनीतिक कार्यकर्ता एनजीओ के वेतनभोगी कार्यकर्ता में तब्दील होता दिखाई देता है. सबसे बड़ी तो इस भावना का तेजी के साथ विस्तार का होना है कि राजनीति से पहले पैसे का जुगाड़ होना चाहिए. ऐसे में परिवर्तन क्या खाक हो सकता है?

जनसत्ता 7 अगस्त, 2012: मानव संसाधन विकास मंत्रालय से संबद्ध संसदीय समिति की रिपोर्ट बताती है कि शिक्षा अधिकार के कार्यान्वयन के लिए स्कूली शिक्षा और साक्षरता विभाग को बजट की निर्धारित राशि का केवल साठ फीसद दिया गया है। इसका मतलब यह है कि शिक्षा अधिकार योजना को इस साल पंद्रह हजार करोड़ रुपयों की कमी पडेÞगी। योजना की जरूरतों और बजटीय आबंटन के इस अंतर को देखते हुए संसदीय समिति ने आशंका जताई है कि इस संकट के कारण शिक्षा अधिकार को पूरी तरह और सही समय पर लागू करना दिक्कततलब रहेगा।
समिति के अनुसार, मंत्रालय के स्कूली शिक्षा विभाग ने स्कूलों में आधारभूत संरचना मुहैया कराने और अध्यापक-छात्रों का सही अनुपात कायम करने के लिए चालीस हजार करोड़ रुपयों की मांग की है। जबकि बजट में इसके वास्ते कुल साढ़े पचीस हजार करोड़ रुपए निर्धारित किए गए थे। इसी असंगति के चलते स्कूली शिक्षा विभाग को कई योजनाओं में कांट-छांट करनी पड़ रही है। शिक्षा अधिकार को लेकर केंद्र के अलावा राज्य सरकारों के सरोकार का अंदाजा भी इस बात से लगाया जा सकता है कि कानून पर अमल करने के लिए धन जुटाने का जो फार्मूला तय किया गया था उसमें बारह राज्यों ने अभी तक अपना हिस्सा नहीं दिया है। गौरतलब है कि राज्यों पर आयद यह रकम पिछले साल ही लगभग पंद्रह सौ करोड़ पहुंच गई थी।
यह हश्र उस कानून का हो रहा है जिसे दो साल पहले ऐतिहासिक और युगांतरकारी बताया जा रहा था। विधेयक से लेकर कानून बनने तक सरकार और नागरिक समाज इसे लेकर इस कदर मुदित थे कि अधिकार के प्रावधानों को समग्रता में देखने के बजाय उसके केवल एक-दो पहलुओं पर खयालगोई करते रहे। बात करने का अंदाज ऐसा था गोया यह कोई बुनियादी अधिकार है जिसे भारी जद््दोजहद के बाद हासिल किया गया है। निस्संदेह यह एक जनपक्षधर कदम था, लेकिन इतना आमूल भी नहीं कि उसकी अपूर्णताओं को नजरअंदाज कर दिया जाए। अगर शिक्षा का अधिकार सरकार के लिए वाकई इतना प्राथमिक था तो उसका आकलन कैसे गड़बड़ा गया कि तैयारियों के निमित्त कितने धन की जरूरत होगी और वह कैसे जुटाया जाएगा। गौरतलब है कि इस कानून को पूरी तरह लागू करने के लिए तीन साल का समय दिया गया था। प्रावधानों के मुताबिक इस वक्फे में स्कूलों में कमरों के निर्माण, लड़कियों के लिए शौचालय और पानी का इंतजाम पूरा हो जाना चाहिए।
यह भी कम विचित्र नहीं है कि इस बार के बजट में जब शिक्षा की आबंटन राशि में अठारह फीसद का इजाफा किया गया था तो मानव संसाधन विकास मंत्री कपिल सिब्बल ने कहा था कि अर्थव्यवस्था के मुश्किल दौर में इस वृद्धि का स्वागत किया जाना चाहिए। आखिर मंत्रालय किस बिना पर इस राशि को पर्याप्त मान रहा था कि तीन-चार महीनों के फेर में ही उसका आकलन गलत साबित हो गया।
जाहिर है कि इसे सिर्फ तकनीकी गलती नहीं माना जा सकता। यह खर्च के गणित की नासमझी नहीं बल्कि जन सरोकारों को आधे-अधूरे ढंग से निपटाने की प्रवृत्ति है। इसलिए इस हीलाहवाली को सिर्फ सरकार के मत्थे मढ़ने के रिवायती तरीके के बजाय उन वृहत्तर कारणों की शिनाख्त की जानी चाहिए जिनके चलते शिक्षा जैसे अधिकार को इस तरह काट-छांट दिया जाता है कि जब कोई उसे बुनियादी अधिकार बताता है तो कोफ्त होती है।
याद करें कि शिक्षा अधिकार कानून को लेकर जो उत्साहपरक माहौल बना था उसकी जड़ में कहीं यह जन-कल्याणकारी आश्वस्ति थी कि सरकार सिर्फ पूंजी, कॉरपोरेट और निजी हितों की संरक्षक नहीं है बल्कि उसे देश के गरीबों की भी चिंता है। और यह भी कि उसने निजी स्कूलों को कानून के दायरे में लाकर अपने जनपक्षधर होने का सबूत दिया है। यहां हमारा आशय कानून के उस प्रावधान से है जिसके तहत निजी स्कूलों को अपनी क्षमता की पचीस फीसद सीटों पर गरीब और वंचित वर्गों के बच्चों को दाखिला देना होगा। लेकिन इसी के साथ यह भी याद करें कि कानून बनते ही शिक्षा में निजीकरण के पैरोकार किस तरह संगठित हो गए थे और उन्होंने इस कानून को उच्चतम न्यायलय में चुनौती दे डाली थी कि यह उनके शिक्षण संस्थाएं चलाने के अधिकार का हनन है। गनीमत यह रही कि न्यायालय ने यह दलील नहीं मानी। इसी साल जब उसका यह फैसला आया कि कुछ अपवादों को छोड़ कर कानून सभी तरह के स्कूलों पर लागू होगा तो उसे एक बार फिर जनता की जीत बताया गया।
तब यह बात एक बार फिर बिसरा दी गई कि सिर्फ छह से चौदह साल के बच्चों को शिक्षा का अवसर देकर कोई कानून कैसे बुनियादी अधिकार की श्रेणी में रखा जा सकता है? क्या बचपन सिर्फ इसी अवधि के बीच फलता-फूलता है? क्या इससे पहले और बाद के वर्षों में बच्चों को शिक्षा की जरूरत नहीं होती? जिन्होंने यह सोचने और कहने की जुर्रत की कि सिर्फ आठ साल की स्कूली शिक्षा के बाद बच्चों का

क्या भला हो जाएगा, उन्हें सनातन सिरफिरे कह कर चुप कर दिया गया।         
असल में देश में शिक्षा की आम स्थिति पर नजर डालें तो शुरुआती धुंधलके के बाद यह साफ होने लगता है कि शिक्षा में निजीकरण की हिमायत करने वाले स्वार्थ समूहों और भारतीय राज्य के चरित्र में कोई खास अंतर नहीं रह गया है। अगर निजीकरण के समर्थक सार्वभौम शिक्षा अधिकार को पहले ही कदम पर सफल होते नहीं देखना चाहते तो खुद सरकार भी अपनी जन-प्रतिबद्धताओं और दबावों के लिहाज से उतना ही करना चाहती है जिससे न आम जनता उसके   विरोध में जाए और न ही वह लॉबी बिफर जाए जो देश के संसाधनों पर परंपरा और कानूनी ढांचे के तहत नियंत्रण करती आई है। गहराई से देखें तो निजी शिक्षा के पैरोकारों द्वारा कानून बनते ही न्यायालय की शरण में जाना विरासत और कानून से मिले उस संरक्षण की ही प्रतिक्रिया थी। इस वर्ग को लगता है यह देश और उसके संसाधन नैसर्गिक रूप से उसी के हैं, जबकि देश के वंचितों को यह नहीं लगता कि वे कुछ भी अधिकार से मांग सकते हैं।
बहुत-से लोगों को लगता है कि सुप्रीम कोर्ट के हस्तक्षेप के बाद अब निजी स्कूल खुलेआम इस कानून का उल्लंघन करने की हिमाकत नहीं करेंगे, लेकिन यह बात कौन नहीं जानता कि शिक्षा के निजीकरण से मुनाफा कूटने वाली लॉबी इस मसले को किसी न किसी बहाने खुद कानून की ही प्रक्रिया में फंसाए रख सकती है। गौर करें कि जैसे-जैसे भारत भौगोलिक अभिव्यक्ति (अंग्रेज प्रशासक ऐसा ही सोचते थे) से उठ कर एक राष्ट्र के रूप स्थिर होता गया है वैसे-वैसे देश के अभिजन समूहों की ताकत बढ़ती गई है।
नतीजतन, इससे पहले कि दुर्बल नागरिक समझ पाएं कि यह देश उनका भी है, अभिजन समूह सत्ता पर अपनी पकड़ और मजबूत करके विकास और प्रगति के मुहावरे गढ़ लेते हैं। देश के रोजमर्रा के लोकतंत्र में ऐसे मुहावरों का जाप चलता रहता है। वर्चस्वशाली समूह संविधान के संकल्प दोहराते हुए ठीक ऐसा करते जाते हैं कि बराबरी, साधनों के न्यायपूर्ण बंटवारे और कमजोर वर्गों को आर्थिक रूप से सबल बनने वाली प्रक्रियाएं मजबूत न होने पाएं। अलग से कहने की जरूरत नहीं कि वर्गीय विशिष्टता के आग्रह से उपजी यह मानसिकता रातोंरात खत्म होने वाली नहीं है। 
गौर से देखें तो शिक्षा अधिकार को मुकम्मल तौर पर लागू करने में सिर्फ धन की कमी एकमात्र समस्या नहीं है। उसके सामने सबसे बड़ी बाधा नवउदारवाद का वह तर्क और नीतिगत माहौल है जो आर्थिक स्वार्थ-समूहों ने अपने पक्ष में खड़ा किया है और जिसमें शिक्षा किसी भी अन्य व्यवसाय की तरह एक आर्थिक उपक्रम यानी मुनाफे का धंधा बन गई है। अब स्कूलों का विज्ञापन इस तरह किया जाता है गोया किसी होटल या रिसोर्ट की सुविधाओं का बखान किया जा रहा हो। देश के छोटे-बडेÞ नगरों और उनसे लगे इलाकों में खुल रहे उच्चवर्गीय स्कूलों को देख कर और सतत प्रचार के चलते निम्नवर्गीय मानस भी इस खुशफहमी का शिकार हो सकता है कि जैसे पूरा देश अमेरिका बन जाएगा। लेकिन हकीकत यह है कि ऐसी संस्थाएं समाज में विषमताओं को गहराने का काम कर रही हैं। नवउदारवाद जनकल्याण के कार्यों को अर्थव्यवस्था पर गैर-जरूरी बोझ मानता है।
पिछले दो दशक में इस सोच के चलते सरकार ने भी जैसे यह मान लिया है कि शिक्षा का कोई सार्वभौम और समान ढांचा जरूरी नहीं है। जिसकी जैसी हैसियत है उसके लिए वैसे स्कूल उपलब्ध हैं। जो महीने में पांच हजार का खर्च वहन कर सकते हैं वे अपने बच्चों को वातानुकूलित और कथित अंतरराष्ट्रीय स्तर वाले स्कूलों में भेज सकते हैं और जिनके पास साधन नहीं हैं उनके लिए सरकारी और गली-मुहल्लों के निम्नवर्गीय स्कूल हैं। कहना न होगा कि भारत जैसे विषमतापूर्ण समाज में बेहतर हैसियत के लोग संसाधनों का बड़ा हिस्सा डकार जाना चाहते हैं। और ऐसा करते हुए उन्हें इस बात की परवाह नहीं होती कि देश-समाज के आम बच्चों को किस तरह की शिक्षा मिल रही है।
बहरहाल, अगर सरकार समाज के सभी वर्गों का प्रतिनिधित्व करने का दावा करती है, जो कि सिद्धांतत: उसका दायित्व भी है, तो फिर सवाल उठता है कि उसे समान शिक्षा प्रणाली लागू करने से कौन रोकता है? और यहीं से यह सवाल राज्य की प्राथमिकताओं तक जाता है। आखिर अब जिस शिक्षा अधिकार को संविधान के 21-ए में वर्णित जीवन के अधिकार के समकक्ष दर्जा दिया गया है वह लोकतंत्र के छह दशकों तक क्यों नीति-निर्देशक तत्त्वों में दबा रहा?
लोक में सरकार का एक अर्थ यह भी होता है कि वह जो चाहे कर सकती है। अगर बुनियादी शिक्षा उसके लिए वाकई कोई सरोकार है तो न उस पर होने वाले व्यय के आंकड़ों में गफलत होती और न धन की कमी पड़ती। एक आधे-अधूरे अधिकार को लेकर भी जब सत्ता का रवैया यह है तो अंदाजा लगाया जा सकता है कि जनता के बाकी मसले उसके एजेंडे में कहां होंगे!
