विषय: दिल्ली सरकार के स्कूलों में आधार व बैंक खातों को दाखिले में अनिवार्य शर्त करने के विरोध मेंI

महोदय,

लोक शिक्षक मंच शिक्षकों, शिक्षा के विद्यार्थियों व शिक्षा के क्षेत्र में शोध करने वाले व्यक्तियों का समूह है जो कि सार्वजानिक शिक्षा व्यवस्था के मजबूतीकरण के लिए प्रतिबद्ध हैI हम दिल्ली सरकार के स्कूलों में सत्र 2017-18 में दाखिले के लिए बच्चों के आधार कार्ड व बैंक में खाते होने को अनिवार्य शर्त बनाये जाने का पुरजोर विरोध करते हैंI इससे स्कूलों में बच्चों की पढ़ाई का भी बहुत गंभीर नुकसान हो रहा है क्योंकि उनकी कक्षायें सत्र के पहले दिवस, एक अप्रैल से शुरु नहीं की जा रही हैं और उन्हें तब स्कूल आने के लिए कहा जा रहा है जब वो ये दस्तावेजी औपचारिकतायें पूरी कर लेंI ऐसा तब भी हो रहा है जब वो तय फीडर स्कूल में निगम स्कूलों की पाँचवीं कक्षा से पढ़कर, वहाँ से स्कूल छोड़ने का प्रमाण-पत्र और रिपोर्ट कार्ड लेकर आ रहे हैंI स्कूलों में प्रवेश लेने के लिए बच्चों पर आधार कार्ड और बैंक खाते की शर्त थोपने वैसे भी ग़ैर-कानूनी हैI एक तो यह शिक्षा अधिकार कानून (2009) का सरासर उल्लंघन है जोकि सभी बच्चों को दाखिला और शिक्षा देने का संवैधानिक वादा करता है, भले ही उनके पास दस्तावेज़ हो या न होI दूसरे, यह माननीय सर्वोच्च न्यायालय के उन आदेशों की अवमानना भी है जिनमें लगातार यह कहा गया है कि आधार कार्ड नहीं होने की वजह से किसी को भी उसके हकों व सामाजिक कल्याण की सेवाओं से वंचित नहीं किया जाना चाहिएI बच्चों की पढ़ाई का किसी दस्तावेज़ से कोई तार्किक या व्यावहारिक संबंध नहीं हैI बच्चे स्कूलों में मुख्यतः शिक्षा ग्रहण करने आते हैं और उनके आधार कार्ड या बैंक खाते का उनकी शिक्षा से कोई लेना-देना नहीं हैI हम इस लांछित व अपमानित करने वाले आग्रह को पूरी तरह नकारते हैं कि अभिभावकों के रूप में मेहनतकश लोग या विद्यार्थियों के रूप में उनके बच्चे धोखे या बेईमानी से जनकोष से अनुचित/दोहरे लाभ उठाते हैं और इसे पकड़ने के लिए उनका जबरन आधार में नामांकन कराना चाहिएI हमारा मानना है कि इस तरह के प्रशासनिक आदेशों से सरकारी स्कूलों में नामांकन पर नकारात्मक प्रभाव पड़ेगा, खासतौर से वंचित वर्गों के बच्चे शिक्षा से महरूम हो जायेंगे और सार्वजनिक स्कूलों के प्रति अभिभावकों में प्रताड़ित होने का बोध मज़बूत होगाI इसी तरह अप्रैल माह में ही प्रवेश के लिए एक तरह से ‘अंतिम तिथि’ घोषित करना भी शिक्षा अधिकार कानून का उल्लंघन हैI इसमें भी अभिभावकों के प्रताड़ित होने व बच्चों के शिक्षा से वंचित हो जाने की प्रबल संभावना निहित हैI 

उपरोक्त संदर्भ में हम माँग करते हैं कि दिल्ली सरकार के सभी स्कूलों को तत्काल प्रभाव से ये आदेश जारी किये जाएँ कि वो दाखिले का आवेदन कर रहे किसी भी बच्चे पर आधार कार्ड या बैंक खाता होने की शर्त न थोपें और इनकी अनुपलब्धता पर किसी भी बच्चे को प्रवेश देने से मना न करेंI हम यह माँग भी करते हैं कि दिल्ली सरकार के स्कूलों में प्रवेश की प्रक्रिया सरल की जाये और उसे डिजिटल व अन्य प्रकार की औपचारिकताओं में उलझाया न जाये जिससे कि निगम के स्कूलों की पाँचवीं कक्षा से पढ़कर आ रहा एक भी बच्चा पुशआउट (स्कूलों से बाहर) न हो, विद्यार्थियों की कक्षाएँ एक अप्रैल से सुनिश्चित की जा सकें तथा उनके अभिभावकों को प्रताड़ित न होना पड़ेI

The need to reaffirm inquiry in education

Does god exist? It is indeed a very important question which probably our whole generation has forgotten to ask itself. God and religion are two extremely influential dimensions of belief much of human life goes through. Accepting god's existence may not require many questions to be raised or challenge our curiosity. But raising questions about god's existence certainly requires some intellectual problems to be solved. Saying that there is no god requires a great deal of research and imagination, especially when there is a large number of people who have already accepted god's existence a priori. Research and imagination may not find out the final answer but this trajectory of inquiry definitely fuels our curiosity to know more and it certainly changes our attitude about many aspects of our behaviour patterns. It does not just stop here but it gives rise to further questions not only in the domain of religion and god but in almost every aspect of life. But just believing in the existence of god simply stops this process from taking place in our young years. And because faith in religion and god is considered to be such a central part of our daily life and behaviour and we do not encourage or even tolerate questions on these issues, ultimately we stop questioning our selves and our behaviour. This is a very broad conception which shapes our cognition and outlook on the world around us. I feel that the outlook which can be said to be scientific and empirical originates from raising questions on our behaviour. This is the same scientific temper or outlook which all our education policies have been talking of and strongly proposing ever since independence. 
Moreover, I feel that this raising of questions and inquiry will not only help in developing a scientific temper but will also promote research, discovery and invention in many fields in which India has really been lagging since very long. I do not know how exactly can we create this habit of raising questions, curiosity and the spirit of inquiry but I do feel that our education system has a very important role to play in this matter. I am quite sure that this spirit of inquiry will help India become a secular country in the real sense of the term which is a very crucial need of our times. When we challenge the supreme (assumed) authority (of religion and god), we need to study, to engage in healthy and reasoned debates, to enlarge our imagination, to expand the horizons of our research, to go back in history with the tools and lenses of evidence and thereby come up with a better understanding of our world. These searches themselves, irrespective of what convictions they lead to, are very essential for the practice of democracy itself. For democracy can not flourish or even survive without a full engagement with reason and inquiry.    

The unfulfilled task of education

Till some time back, I was very much convinced with the idea that education alone can bring tremendous changes in a society like India's but some recent incidents have compelled me to reconsider my view. I used to think that as education has changed my way of thinking on several issues of the country, other people must also be going through the same process of transformation. Slowly, I've come to realise that to expect education alone to change everything, especially the mentality of the people, is bound to make one dejected very often. It was a specific kind of education that the colonisers wanted to give to the people of their colony and they sowed appropriate seeds for their project. All around me I can see the trees borne of those seeds bearing fruits in this neo-liberal age. Our education is producing a sort of mentally enslaved people who are unable to think rationally, are non-reflective and seem to lack a sense of responsibility towards their environment, be it ecological, cultural or socio-political. Today, I talked to a person from our department who was very much convinced with the idea that education should indeed create clerks if it is education in any real sense! The statement forced me to reflect upon the notion and I asked myself if it is really so. Is it true then that thousands and lakhs of young people of this country are studying day and night for getting a government job, specifically under the SSC? The SSC, of course, provides the largest number of clerks in India. Are the people not getting educated in the institutions of higher education such as JNU, Jadavpur University, Shantiniketan, FTII, NSD etc? Is academic study done for intellectual growth, curiosity and inquiry not worth considering as education? I do not know why even after it has been a part of the Fundamental Duties in the Constitution (Article 51A), our education has failed in inculcating the spirit of scientific temper in people's attitude and behavior. I feel that an education which is influenced by and even made in the image of the neo-liberal order is surely going to have dire consequences for the youth of this country as far as their mental development is concerned. We need the kind of education which could help produce students, analysts, thinkers, writers and activists in the mould of Bhagat Singh and Savitribai Phule. That is, persons who embody a revolutionary social transformation in their own selves and consequently help bring about liberatory political change in the social order. But unfortunately our education is creating the sort of generation which seems to be satisfied with the present situation. Social evils like the violence of caste, gender inequality, the capitalistic exploitation of natural resources etc do not seem to be of concern to them. Even after 70 years of independence, the social, political and economic situation of the republic seems to be that of a status-quo favouring the oppression, dominance and the exploitative rule of a select few over the preponderant toiling classes of the country.
